Public-transport reform moves to the Sejm with minimum-access standard

Poland’s public-transport reform has moved into parliamentary work. The Ministry of Infrastructure says the draft amendment targets transport exclusion, especially in rural areas and smaller towns where regular connections have weakened or disappeared.

The central idea is a national minimum-access standard. The ministry describes at least four pairs of connections on working days and at least two pairs on non-working days between regional capitals and county seats, and between county and commune seats. The draft would also require digital timetable publication.

Implementation will matter more than the announcement. Regional marshals would act as transport integrators, coordinating bus, rail and other modes at the voivodeship level. The reform therefore depends on finance, timetable quality and whether local organisers can turn a national standard into usable daily routes.
